U.S. Military Personnel Exceptions

Effective August 22, 2008 Delta began waiving excess baggage fees for active duty personnel traveling on orders. The fee waivers apply to extra pieces (up to 10 bags on Delta Mainline and 4 bags on Delta Connection), weighing up to 100 pounds and size up to 80 inches, allowing active servicemen and women the opportunity to travel with optimum flexibility.

Note: This exception does not apply to military dependents, spouses, retired military, military contractors, or government employees. If the traveler is not both active duty military and traveling with orders, he or she must pay applicable excess baggage fees.

Delta's Excess Valuation Charges
Delta's domestic baggage (excluding Canada) maximum liability limit is $3000 per ticketed passenger unless excess valuation was declared at check-in. Delta does not provide insurance for checked or unchecked baggage. The passenger is not entitled automatically to the declared amount, but must prove the value of the losses or damage. Delta accepts baggage with a declared value up to $5,000 (USD)/$7,000 (CAD) provided the item is:

  • Properly described by the passenger and inspected
  • Not damaged
  • Packaged properly to prevent damage. See Fragile Baggage.

Note: Whenever possible, all items on which excess valuation is declared should be inspected by the check-in agent. On the excess baggage ticket, the agent should note the word "inspected" along with a list of the articles of value. If the item is packed so that inspection is impractical, note the items on the excess baggage ticket and note the words "not inspected". Excess valuation will be based on the following levels:

Declared Value Excess Valuation Charge
$0.00 to $3,000.00 Within maximum liability limits
$3,000.01 to $4,000.00 $40.00
$4,000.01 to $5,000.00 $50.00

Note: Only when excess valuation is purchased will Delta assume liability for jewelry, cash, cameras, and other similar-value baggage items contained in checked or unchecked baggage.

Excess valuation may be collected only for carriage of declared baggage from point of origin to the Delta destination or first Delta point of stopover or point of transfer to another carrier. The passenger must re-declare each time baggage is checked and the applicable charges must be collected.

Atlantic Southeast, Comair, and SkyWest have the same excess valuation policy as Delta and are treated as online connections. When baggage is treated as an online connection, the customer can check that item from Delta to any Delta Connection Carrier and not have to reclaim it and purchase the excess valuation from each carrier.
