Baggage Allowance
Regardless of where you're going, you and your clients will want to make sure what you’re bringing is not more than what is allowed. Here are the rules for Baggage Allowance on Flights

Domestic U.S. Checked baggage - $5 Airport Surcharge

Delta and Northwest's domestic 1st and 2nd checked bag fee are $15 for the 1st bag and $25 for the 2nd bag. These fees apply to domestic travel which includes travel to/from the 50 U.S., San Juan, U.S. Virgin Islands and to non-stop flights between Honolulu (HNL) and Guam (GUM).

For customers who "prepay" the 1st and 2nd bag fees on www.delta.com and www.nwa.com, the fees will remain the same. Effective for tickets purchased on or after July 16, 2009 for travel on or after August 4th, 2009, if bags fees are not prepaid prior to arrival at the airport, a $5 surcharge will be added to the 1st and 2nd bag fees when paying the fees at the airport. The surcharge will apply when bags are checked at curbside, at a kiosk or with an agent. When collected at the airport, the fee for the domestic 1st checked bag fee will be $20 ($15 plus $5) and the fee for the 2nd checked bag will be $30 ($25 plus $5). These fees will apply to domestic travel (to/from the 50 U.S., San Juan, U.S. Virgin Islands) and to non-stop flights between Honolulu (HNL) and Guam (GUM) on Delta, Northwest and Delta Connection operated flights.

The current exemptions for the 1st and 2nd domestic checked bag fee remain unchanged and include:

  • First Class/Premium Cabin customers
  • SkyMiles Elite and WorldPerks Elite members
  • U.S. Military personnel traveling on orders
  • Customers booked on full Y fare tickets

Delayed, Damaged, or Lost Baggage

To receive the best possible customer service, passengers need to be sure that they provide either their file reference number (ex: ATLDL12345) or their bag numbers (ex: DL123456).

Baggage Security Procedures

Ticket Counter/Curbside - To help achieve 100 percent checked baggage screening as mandated by the Aviation and Transportation Security Act, Delta will no longer accept checked baggage at ticket counters or curbside locations less than 30 minutes before a flight’s scheduled departure time.

Standby - Delta will require passengers who check baggage to declare at the time of check-in whether they intend to stand by for another flight. The passenger's baggage must be checked on the same flight as the customer. If Delta is unable to match a customer’s bag, the bag will be removed from the aircraft. Bags belonging to standby passengers will be placed onboard the aircraft once the customer has been cleared and is on board.

Check-in - Delta policy allows passengers to check baggage up to 4 hours prior to their scheduled departure, provided they remain in the airport facility. Select Baggage for additional information.

Destination Baggage
Delta baggage is checked to the passenger's final destination, NOT to a point intermediate to the passenger's next point of stopover.

  • If there is no stopover to a point intermediate to the final destination designated on the ticket.
  • Unless the intermediate point to which the baggage is to be checked is a permissible stopover point at the fare paid.

Exception: If the passenger is making a connection to the first available Delta flight departing from such intermediate point and the connection exceeds six hours, but not more than twelve hours, the bag can be checked through if the passenger concurs.

Delta to Other Airlines
In order to check baggage through to passenger's final destination on the other airline:

  1. Passenger must present other airline ticket or receipt showing final destination when checking bag.
  2. Verify Delta has baggage agreement with the other airline.
  3. Other airline flight must be within connecting time limits; if not, the bag will only be checked to the intermediate city.

Note: This is also the standard procedure for checked baggage from other airlines to Delta.

Cabin Seat Baggage
You or your client may feel that something you want to bring with you is too fragile to be handled as checked baggage. In such a case, you have the option of purchasing a ticket at the best available fare and storing your item in any passenger seat with a physical bulkhead or divider in front of the compartment. Here are the details for Cabin Seat Baggage.

Fare
The charge for Cabin Seat Baggage is 100 percent of the full adult one-way fare for that portion of the trip on which the extra seat is used OR the fare paid by the passenger, whichever is less, as long as all restrictions of the fare, including booking class, are observed.

Onboard Handling
Prior to loading cabin baggage, the gate agent needs to cover the seat to be used with heavy wrapping paper or other suitable material. Prior to boarding other passengers, the gate agent assists passenger in loading cabin baggage. Load string musical instruments such as violins, guitars, cellos, etc. with the large case on the floor and the small neck on the back of the seat. The gate agent secures cabin baggage to the seat using the seat belt, seat belt extensions, and/or two-ply twine.

Note: Inclusive tour/child fares or other discounted fares such as spouse, student, agent, or ship's crew may not be used. Cabin baggage will NOT be used in determining the free baggage allowance. Check-in and boarding procedures accept cabin baggage only when space is cleared to final destination. For loading purposes, count cabin baggage as a passenger of the class of service it will ride and indicate in remarks an OIS forms. The flight attendant should be advised prior to boarding cabin baggage. Seating must comply with restriction.

Note: Canoes, Kayaks and Pole Vaulting Poles: Due to size and weight, these items CANNOT be accepted as checked baggage. They must be tendered as air cargo and advance arrangements are essential. Atlanta air cargo has been designated as the single point of contact to coordinate the acceptance, shipment, and handling of canoes, kayaks, and pole vaulting poles. Repair Service
Regional repair vendors will maintain a repair to replacement ratio of 80/20 on all bags processed at their facility. All repairs shall be performed within 10 business days of receipt of the luggage. In the event that the customer will not receive the luggage within this specified time period, the repair facility shall inform the customer of the delay and shall maintain a constant dialog until the repair is finalized.

Customer Service regional repair vendors shall negotiate on behalf of Delta Air Lines all final settlements. All settlements shall reflect depreciation. There is a flat rate $25 repair cost excluding repair to premium luggage such as Hartman, French, or Louis Vuitton. There is a 100 percent satisfaction guarantee on all repairs. All repaired and replacements bags are to be returned to the customer via Federal Express.

Replacement Luggage
Regional repair vendors are authorized to replace bags on behalf of Delta without prior baggage service office approval.

Carnets
An ATA carnet/temporary admission is a special international customs document for temporary duty-free importation of certain merchandise whether accompanied or not into the participating countries for one year. Customs authorities in participating countries accept the carnets as a guarantee that all customs duties and excise taxes will be paid if any of the items covered by the carnet are not re-exported within the time period allowed. The ATA carnet convention provides for three broad categories of goods to be covered by a carnet.

  • Commercial samples - any items temporarily imported solely for the purpose of being shown or demonstrated for the solicitation of those items.
  • Professional equipment - includes but not limited to equipment for the press or television advertising, cinematography equipment, equipment for testing or repair of machinery, tools, sporting goods, engineering, construction, surgical, electrical, archaeological, musical or entertainment equipment necessary for exercise of the calling, trade, or profession of a person visiting a country to perform a specific task. Only certain professional equipment items will be admitted.
  • Exhibitions and fairs - a trade, agricultural or crafts exhibition, fair, or similar show or display or an exhibition or meeting primarily organized for a charitable purpose or an exhibition to promote:
    • Any branch of learning, art, craft, sport or scientific, educational, or cultural activity.
    • Friendship between people.
    • Religious knowledge or worship, or a meeting of any international organization, or a meeting of an official or commemorative character. It does not include exhibitions organized for private purposes in shops or business premises with a view to the sale of foreign goods.

Note: Passenger or cargo customers who inquire about temporary importations should be given the above information.

Validity
A carnet is valid for one year from the date of issue. A carnet holder can visit as many countries participating in the carnet system as he wishes. Extensions of the one-year period will not be granted and all items which are covered on a carnet must be returned to the originating country by the time the carnet expires. The following countries participate in the carnet system. New countries are added from time to time.

Delta Agent's Responsibilities
A passenger who is taking articles with him as accompanying or excess baggage presents his carnet to customs at the time of customs inspection. Air cargo shipments traveling under a carnet must have the ATA carnet number typed in the Nature of Goods column of the air waybill and the cargo manifest.

The carnet is a series of documents in a packet called a counterfoil. When goods are shipped as air cargo at time of customs inspection, air cargo shipments traveling under a carnet must have the ATA carnet number typed in the Nature of Goods column of the air waybill and the cargo manifest. Under an ATA carnet, the entire counterfoil is attached to the air waybill and forwarded with the shipment. Customs at the destination will pull the appropriate copy and return the others when the shipment is cleared.

Air Mobility Command (AMC) Baggage

General Information
Delta has an agreement with the U.S. Government Air Mobility Command (AMC) (formerly Military Airlift Command (MAC)) to interline passenger bags between Delta and AMC International charter flights. The travel orders will allow through checking of baggage for passengers with confirmed reservations. All Delta cities will accept the passenger's travel orders as authorization to interline baggage to AMC charter flights through to the destination stated on their travel orders.

Baggage Liability
Baggage liability is normal international baggage liability: $9.07 per pound/$640 per bag. Baggage must be weighed and the pieces and weight noted on the passenger's ticket. Any claims above these amounts must be filed with the appropriate military branch by the passenger.

Customs
All baggage must clear U.S. Customs before being delivered to Delta.

Excess Valuation
Excess valuation may be purchased only for the Delta portion of the passengers itinerary and the baggage may not be interlined to the AMC charter flight.

Free Allowance
The standard AMC baggage allowance (two bags not to exceed 62 inches length + width + height and 70 pounds each) will apply.

Fragile Items/Dangerous Goods
Fragile items and dangerous goods will be accepted or refused using Delta's normal guidelines.

Minimum Connecting Times
Standard inbound and outbound international interline minimum connecting times will apply.

Mishandled Bags

  • U.S. Points - Delta will initiate tracing using normal tracing procedures and will notify AMC, who will initiate tracing using AMC procedures.
  • Overseas points - AMC will initiate tracing using its normal procedures. AMC will also alert its contract ground handler at the AMC charter gateway who will search locally and will notify Delta. Delta will then trace using normal procedures.

Forwarding Mishandled Baggage

  • From U.S. points baggage will be forwarded via expedite tag to the overseas international point.
  • From points outside of the U.S., AMC will forward bags via standard expedite tag to the AMC contract carrier ground handler at the commercial gateway. AMC's contract carrier ground handler will forward the bags to the appropriate airline/station.

Tickets
Passengers will present a copy of their orders confirming their AMC charter flight and destination. The passenger may already have a Delta ticket. Together these two will allow all ticket agents to check the passenger's baggage to the final destination on their travel orders. The gateways currently used are:

Latin America Baggage Policy

Free Allowance
As further alignment between Delta and Northwest continues, effective for tickets purchased on/after September 19, 2009 and for travel on/after October 13, 2009, Delta will be implementing an international second baggage fee of $25 for travel between the U.S., Canada, San Juan, U.S. Virgin Islands, Puerto Rico and Mexico, the Caribbean and Central/South America (excluding Brazil). There will be a $5 surcharge if the customer checks in via the ticket counter, kiosk or curbside. The surcharge is waived if the customer prepays online at www.delta.com or www.nwa.com.

Each passenger is allowed one (1) piece of checked baggage and one (1) piece of carry-on baggage. Boxes will not be accepted as checked baggage to Latin America at any time during the year (with the exception of Brazil and Mexico). Passengers may use Delta-approved garment boxes only for the protection of garment bags. Passengers may use Delta-approved bike boxes only for the protection of bicycles.

  • Passengers are allowed a maximum of one checked bag and one carry-on bag free of charge.
  • Carry-on baggage cannot exceed 40 pounds and 45 linear inches (length/width/height).
  • Checked baggage cannot exceed 50 pounds and 62 linear inches (length/width/height), except for the following cities which have a free allowance of 70 pounds:
    • Brazil - all cities
  • Items must be packed in Delta-provided utility or garment boxes. These boxes are available to Delta passengers for $10 (USD) at ticket counters and curbside check-in stations.

Holiday Baggage Embargo
Each year, effective November 15 through January 15, holiday embargo restrictions are in effect for flights from the United States to Guadalajara and Mexico City, Mexico; Guatemala City, Guatemala; Panama City, Panama; San José, Costa Rica; and San Salvador, El Salvador.

During this holiday period:

  • No excess pieces, no excess size and no excess weight will be accepted.
  • Only original factory sealed boxes (within size and weight limits) and Delta issued bicycle, garment, golf and utility boxes will be accepted. Utility and golf boxes cost $10.00.
  • Bogota (BOG) and Lima (LIM) have a year round limit of two excess bags per ticketed passenger.

To avoid an unnecessary "travel hassle" during this embargo period, Delta offers the following helpful travel tips:

1. Delta recommends that passengers traveling to these Latin American cities make prior arrangements with an alternative shipping company, to ship any items that exceed the number, size and weight restrictions.

2. Passengers anticipating checking-in a box should purchase a Delta-approved box several days prior to the scheduled flight. Passengers checking in with an unauthorized box will be required to purchase and ship their items in one of the Delta-approved boxes.

ASA/Comair Allowance to/from Mexico
ASA and Comair baggage allowances on flights to/from Mexico are as follows:

  • Maximum one checked and one carry-on bag
  • Applies to all originating and connecting passengers
  • Excess baggage not permitted

Korean Domestic Baggage
All baggage destined to Korean cities should be checked to SEL only and be cleared in customs at SEL-Kimpo airport, even if the passenger is traveling to another domestic city within South Korea. This is per Korean customs regulations. After customs clearance, passengers transiting SEL should take their baggage with them on a free shuttle bus to the domestic terminal where the baggage can be rechecked to their final destination. Baggage for passengers making international connections in SEL should be checked to the passenger's final destination. This is the only exception to standard interline baggage checking now in effect.
